I have no photos in my Lightroom catalog on my iPad Pro and cleaned out any photos stored in the cloud. Yet, when I check iPad storage in iOS, it says that Lightroom is using 27 gigs of memory for Documents and Data! What's going on? How can I clear that?

Deleted file are retained in the Adobe Cloud for 60 days. This might be part of your retained data.
You can open Lightroom for the Web in your browser to see what else might be there.

Space used is not just for visible photos, and never for images only in the cloud. The Lightroom local cache may still contain cached copies of photos/videos recently downloaded from the cloud for editing or viewing, or photos/videos recently imported and uploaded to the cloud, even files recently removed from Lightroom.

Cross-check what it says in Lightroom itself. At the top right corner tap the … (ellipsis) menu, tap App Settings, then tap Local Storage. The list will break out storage usage for Locally Stored Copies, Cached Files, and Free.

If the amount of space used seems unreasonable, see if it helps to tap the Clear Cache button at the bottom.

Lightroom for the web shows nothing is there. Why should something in the cloud show up as storage on the iPad? I'm confused, is it here or there?

Sorry, I missed the focus of your storage question. Conrad has a more on topic answer.

Still puzzled. Checked local storage and cache and it does not add up. Local storage used is 2 Gigs, cache is empty, yet iPadOS still shows Lightroom occupying 27 gigs for Documents and Data.

Uninstall and reinstall it. That will delete all local data.
