Installing a Photoshop Plugin via a .ccx file not working.

I'm running Windows 10 22H2 with all udates up to date. I have Photoshop 24.4. On 16 February I purchased Blake Rudis' F64_Blendif and successfully installed it via the .ccx file.
Subsequently on 12 April an update was issued. However the .ccx file won't now install and I have found that no other .ccx file will either. On double clicking the file a black command screen flashes open briefly and then nothing.
I have also found that in Photoshop if trying to browse or manage plugins I get a message that Photoshop is unable to load Marketplace.
Creative Cloud Desktop shows my plugins fine in Stock and MarketPlace.
I have tried uninstalling my apps and Creative Cloud and then reinstalling but to no avail.
I have also tried installing via the command-line using the UPIA tool but again no luck.
As far as I can recall nothing has changed between the 16 February, when .ccx files worked and now, except the usual updates.
Any help would be much appreciated. Thank you.
