The Clarity slider has been extended into the negative range with rather useful results. Take a look at this discussion by Martin Evening at http://lightroom-news.com/2''8/'4/11/getting-negative-with-clarity-in-lightroom-2'-beta/ which shows it in global image use.
I just did a B&W conversion of an HDR image I took of our Yarra river and riverside and city buildings under a heavily clouded sky. An overall -1'' clarity setting softened the sky and river while a spot retouch using a high clarity setting help make the buildings and riverbank stand out nicely.
