I have the latest LR-CC. In Library, Grid view, I want to manually order the photos. Sort has the Custom option, but it does not let me move the photos. Can this be done?

Sure. Drag the photos to where you want them. You need to drag by the image, not the frame around it.

And, you must be in a Folder that does not have any 'child' sub-folders.
This also means you cannot Custom Sort the "All Photographs" view.
Neither can you Custom Sort when you have multiple folders selected.
The same applies for Collection 'Sets'- you can only sort the 'Child' Collection in a Set.
