I'm trying to keep as much as possible in the cloud when it comes to photos from my Phone.

With OneDrive my files are shown as placeholder files and only download when I want them. I was trying to copy this OneDrive folder into Lightroom but it was downloading the files.

Does anyone know how I can get Lightroom to save the files as just thumbnails?

I don't think it's possible. In order for Lightroom to create thumbnails (previews) of image files, those images have to be stored locally, i.e. Classic cannot directly reference files in the cloud. Even images stored in Adobe's own cloud have to be downloaded to your computer if you want access to them from Classic.
