I choose a photo in Book Module and go to Develop module and it chooses a different photo

I am making a book with Blurb in the Book module. I am trying to edit some of the photos. If I choose a photo in the Book Module, when I go to the Develop Module, a different photo is chosen. In other words, it's not tracking photos when switching from Book Module to Develop Module. I've tried resetting LR preferences and re booting my computer, but this doesn't help. Any suggestions?
 
There is a subtle difference by selecting either an image or a page, and that determines the photo that is opened in Develop.

I have found that-
1) Select an image on a page, by clicking the cursor ON the IMAGE,
2) Then go to another page by clicking on the PAGE border,
(Note that the page shows the yellow highlight in both cases.)
3) Press D (for Develop),
then, Yes, the image that opens in Develop is the last IMAGE you clicked on, and not the image on the PAGE you selected.
If all that makes sense..:)

So it is easily possible to click on an image, go to an entirely different part of the book, click on a page border, then Develop opens the previous Image clicked.
