Hard drive with Library crashed. I have exact backup on time machine. What is best way to replace? The catalogue is fine, but how do i move them from Time Machine, and link them back to LR catalogue?

Just copy the images back to the new hard drive and give that drive the same name as the original. That's all.

Welcome to the forum.
When you enter TimeMachine you can select the most recent TimeMachine folder that contains all of your missing data folders or files. When you click on {Restore} TimeMachine will attempt to put that folder or file back into its original location. If a folder or file by that name already exists, it will give you the opportunity to "Replace" or "keep Both". If you choose "Keep Both", Time Machine will rename the existing folder or file by appending "(original)" to that folder or file name.

Lightroom will expect to find the files in the location (path) stored in the catalog. If they are exactly where they were before the crash, LR will report no missing files. If not you will need to find the missing folders or files and either put them where LR expects them or point LR to the new location.

Thank you Cletus. this is very helpful. So, as i can't replace them to where they were before, (the crashed HD), Would I just put
them in a new location and THEN point LR to them? Also, would I want to keep the same Catalogue name? Many thanks.

As I said, you don't have to point Lightroom at them if you make sure that the new disk has the same name as the old (crashed) one. Lightroom uses a simple method with paths, so Lightroom does not know the difference between the disks.

If I understood you correctly, the catalog was fine (it wasn't on the crashed disk) so there is no reason to think about renaming the catalog.
