How to auto sync with phone/tablet?

After I sync my desktop lightroom photos to the cloud, I need to open the lightroom app on phone or tablet, scroll thru all the photos, in order for them to appear next time I open the app without wifi. I understand you can turn syncing on when on mobile network, but is there a way to automatically pre sync photos between phone/cloud when on wifi? Imagine I have 5000 photos, scrolling thru the app on phone (you can only seen 10 at a time) is time consuming.
 
I have enabled the global setting to "Only Download Smart Previews" on the Settings>Cloud Storage & Sync tab. When online I then enable the "Store Locally" option for each album that I want to have available when I'm offline. Once downloaded, there's no need to scroll through the album waiting for the previews to appear, they will always be available from the locally stored Smart Preview.
