Is there anyway that you can clear all of the contents from the history folder in the Develop module. I installed some presets and then deleted them (didn't like them ) and i was not sure how to empty the folder.

Mitchell, unless you're truly obsessive about it, there's really no need to do that. A history state in Lr takes very little storage space. It's not like in PS where massive amounts of pixel data are stored for each history step.

If you really want to remove it, the only way I'm aware of (that's not to say there might not be an easier way), is to make sure to write the image metadata with Ctrl-S, 'remove' the image from the catalog, and then reimport the image. Along with the history steps, you will also lose Collection membership, Virtual Copies, Stacks, and Pick Flags for that image.

Maybe I am interpreting this differently, but the question seems to relate to the way presets are reflected in the history as they are imported.
To clear these, which I find annoying, I return to the point prior to their introduction and then perhaps tweak the exposure/clarity, anything really by the tiniest amount, which then overwrites those unwanted additional steps.
You are still left with that tweak, but it does get rid of the "non deliberate history".
