When Lightroom is working correctly there is a file called {Your Catalog Name.LRCAT.LOCK } that exists to prevent a second copy of your catalog from opening.
If Lightroom was last closed down in an incorrect manner, such as a power failure, or a computer crash, then the 'LOCK' file remains and causes the error message you see. Normally it is deleted when you close Lightroom in the correct way.
To fix- Find your Catalog file in Windows File Explorer and delete the ONE file that ends with {.LOCK}
