I'm new to the Lightroom cloud system, but I've gotten familiar with the desktop app. Today I've spent more time with the mobile apps (iOS). I was surprised how capable they are, but I noticed that I seemed to be missing some photos on the iPad. The desktop app reports 1752 total. The web app also reports 1752. The iPad only had 1446 photos. I waited a few hours, and even restarted the iPad, but it was still short. So I checked the phone where I hadn't noticed anything missing. It reported 1760!

I solved the problem on both devices by deleting the app and re-installing it. Now both iPad and phone have the correct number of images. Still, this problem led me to doubt whether this system really has all the kinks out of it.

Can anyone offer any insight? N

No, all the kinks aren't out of the system yet. I still find the (very occasional) need to delete/re-install one of the mobile apps when something doesn't sync properly. Generally speaking, I do now find the raw numbers to be consistent across the ecosystem, but I've had issues in the past with camera matching profiles not being available for some files (on mobile), or smart previews not completing a download when I use the "Store Locally" option. As you have discovered, a quick delete/re-install usually resolves the blockage, and the need to do that is becoming more infrequent.
