Folders bug

i'm having a serious problem with organizing my folders. i have top level folders that are organized by category. "holidays", road trips", "live shows", etc. inside of each of these folders are sub folders that contain the photos i've shot for different dates, events, etc. in the import dialog, i choose the top level folder, create a new folder for the event and import. here is an example of the folder structure: photos/holidays/holiday potluck/2''8-12-13/photos.raw

now, when i look at the folder panel, i have a new folder at the top level called "2''8-12-13". that's not at all what i want. i want holiday potluck to be in the holidays folder. so i promote the parent of the newly imported folder and then i have "holiday potluck" at the top level. if i promote the parent of that i end up with "holidays/holiday potluck/2''8-12-13" at the top level. i now have TWO holidays folders at the top level. one with all the other folders and a second one with only the "holiday potluck" folder.

i have spent hours and hours trying to get these folders to merge into one folder. dragging the new one into the original one gives me an alert that the folder already exists in that location. synchronize folders does nothing. i found one twisted workaround to getting it into the right configuration but it's hard and not the right workflow. you have to import the photos in place (like in the card or another location) and create a subfolder then move them into that folder.

how can i get these two folder listings to merge into one?

We'll be really pleased to help - is there any chance you can post a screenshot of your folders panel, so we don't confuse you with incorrect information?
 
I have the same problem.
Folders:

-My photos
-2''7
-England
-America
-2''8
-Africa
-Friends
-2''9

etc
If I import 2''8/Africa it will be listed below 2''9 (not in 2''9- just alphabetically) and if I try to promote it or move it to 2''8 I'm told a folder of that name already exists.
I've 'synched folder' to fix this, then just removed everything and started again so don't have a screenshot but this is what it looks like, even though 'Cape Town' resides in '2''7'

I've tried update location etc but nothing works. Suspect another LR bug.
 
So if you right click on Cape Town and choose Add Parent Folder, does that do the trick, or what happens? It should show up inside 2''7.
 
Sorry that's what I was thinking about, Add Parent Folder.
Clicking that will add it to Another 2''7 folder (but not move it on disk) so I'd have the original 2''7 folder with Autumnal evening + Canary Wharf in, but then another folder of 2''7 containing Cape Town - so all locations point to 2''7/Cape Town but in LR they show up either in separate folders or in duplicate 2''7 folders. If I then 'add parent folder' to the two 2''7 folders I'm left with two separate My Pictures folders
 
Now that IS weird. I'd guess something's got tangled in the catalog itself - usually the file paths, although it's usually the volume path. Simplest option is to simply rename the Cape Town folder outside of Lightroom, so that LR sees it as missing, and then find missing folder to the renamed folder - and rename it back within LR.
 
I'd tried that, but thanks for the suggestion Victoria. I've had this problem since day one in LR 2.3, from a new catalogue in a new LR installation in a new 64bit Win7 RC1 installation; my import from disk will now not add folders hierarchically (?) unless I sync a folder or re-add the whole 2''7 and remove the others. Strange.
 
Perhaps it's the existing folders that have the problem... I wouldn't mind taking a look at that catalog under the hood to see what's causing it, if you want to figure out how to avoid it altogether.
