The instructions in the Learn More should fix it, but let us know if you need any help.

The instructions fell over at the first step:

"Solution

Follow the steps below based on the sync status of your catalog. To verify the sync status, click the Sync icon
cloud-sync-icon-rocket.png
in the upper-right corner."

It is not possible to see the sync status while the error message is open. The only way to dismiss the error message is to click OK which closes Lightroom!

As I am pretty certain sync was up to date as I have not added anything for a week or two, I proceeded with the instructions for this case, and it is currently syncing.

Ah good. The Learn More usually opens a browser window, but it's not always clear that you can then close the error message!

Yes, it did open a browser window (https://helpx.adobe.com/uk/lightroom-cc/kb/unable-to-move-some-photos.html) but there is no way to check the sync status because LR will not respond to clicking on Sync Status without dismissing the error message..... which closes Lightroom.

So it is not possible to know which of the two courses of action is appropriate.

I was pretty confident that I was fully sync'd so proceeded with that option and all is well after it sync'd overnight.

So all is good for me but I feel the 'learn more' needs to address how to check sync status if the app won't run.

Good observation, I'll pass it on.
