In the Develop module, when I click on the eye icon to turn the adjustments in that panel off & on, nothing happens. I have a feeling that I am missing something rather obvious. But I don't see it. I would appreciate your help. Thank you!

Do you click only? You need to click and hold down the mouse button. Hold down the Alt/Option key to turn off the panel until you click again (the eye becomes a switch).

Since I use a trackpad, I tap & hold my finger on the pad. Yet I cannot get the switch to work. I have a strange feeling that the solution to this is going to make me feel rather stupid!

I hardly ever use the trackpad of my MBP, but I think just holding your finger on it is not the same as holding down a mouse button. The switch requires holding down a modifier key (the Alt/Option key). Hold down the key before you tap (you should see the eye change to a switch). That should work…

Unfortunately, using a modifier key (e.g. Option) doesn't activate the "eye switch". However....if I actually click on the track pad (as opposed to simply touching it), the switch works! I figured the solution would be obvious. It just took me some time to get there. Could be just another foible of age!:)
