It was working before our system crashed and we had to reload LR and PS. When we try to edit a raw image in PS CS4 from LR 5, the message "You may need PS Camera Raw plug-in Ver 8.2" and says to use the update function in PS. The update function in PS says there are no updates available and that the camera raw plugin is 5.7 which is the latest for LR5 according to the adobe website.

The camera raw versions of LR5 and PS CS4 are not at the same level, even when both are updated to the final versions. As you note, the Camera Raw version which is built into LR5.2 is at 8.2, whereas the latest version of the Camera Raw plug-in which would work within PS CS4 is 5.7.

Thus there is a mis-match, which explains why you receive the message when you attempt to use "Edit in Photoshop" from within LR5.2 (I would guess that before the re-installation you had previously checked the "Don't Show Again" option). Assuming you are seeing the "ACR Mis-match" dialog message, which gives you options to either "Render Using Lightroom" or "Open Anyway", the best response is to select "Render Using Lightroom".

For a more detailed explanation, I wrote the attached post many years ago about this scenario. Most of the screenshot attachments haven't survived the many updates to the forum software since the original post, however there should be sufficient information for you to understand the process.
