I noticed Lightroom mobile does not show smart collections.
Is this true?

Yes it is. Unfortunately smart collections/albums are not yet supported by the Lightroom cloud ecosystem. I hope they will eventually, but I have no idea if that will happen.

Yes, there's no such concept in the cloud apps, at least yet.

Lightroom (cloudy) is not as mature as Lightroom Classic. Because of the limitations of some of the mobile operating systems, certain features found in Classic are more difficult to implement in Lightroom (cloudy).
