When importing a lightroom preset into lightroom classic, most of them appear under the preset section. But I notice that some will appear at the bottom of the preset section with a horizontal line above and they can not be renamed. Is there a way to move them back to the normal preset section? I rename presets from different sources to fit into my editing workflow.

You're describing two separate issues. The horizontal lines separate preset "clusters":

By default, User Presets, presets built-in to LR, and your own preset groups appear in different clusters.

You can change the cluster of one or more groups of presets by:

1. In the Presets panel, right-click each preset in turn and do Show In Finder.

2. Edit the .xmp file in a text editor and change this line:

Code:
   crs:Cluster="My Cluster"

3. After editing all the .xmp files for the desired presets, restart LR. It will now look like:

some ... cannot be renamed.
The typical reason a preset cannot be renamed is that it is stored in a system location rather than the normal user location. To see if it's in a system location, in the Presets panel, right-click the preset. If you don't see the command Show In Explorer / Finder, then the preset is stored in a system location:

Mac:
/Library/Application Support/Adobe/CameraRaw/Settings
/Applications/Adobe Lightroom Classic/Adobe Lightroom Classic.app/Contents/Resources/Settings

Windows:
C:\ProgramData\Adobe\CameraRaw\Settings
C:\Program Files\Adobe\Adobe Lightroom Classic\Resources\Settings

If the preset incorrectly appears in a system location, then using File Explorer / Finder, move the .xmp file to your desktop. Restart LR. Then use LR's File > Import Develop Profiles And Presets to re-import the preset.

(Always use File > Import Develop Profiles And Presets or Presets > + > Import Presets to import presets and profiles. Outdated instructions on the Web often tell you to place the presets manually using File Explorer / Finder, and that often ends in confusion and tears.)
