Develop module not creating 1:1 previews

Hi. Not sure when this started, but currently if i zoom in on an image in Develop it does not present the 1:1 preview so image looks blurred. In Library they are fine. I've tried rebuilding 1:1 and smart previews, but i dont think that changes what Develop does. Is there some setting for this as pretty irritating?

Actually I just spotted if I zoom to 100% it redraws, but if I zoom to 66% it doesnt unless i go to 100% first?
 
I've noticed that in the Develop module if I use a second monitor to view the results, the image is at first blurred and out of focus, If I wait several seconds, the second monitor will catch up with the first. I think this might be due too some residual debug code that the process needs to work its way through before rebuilding the secondary screen. I am confident that v13.1 or v13.2 will improve upon these.
 
The Develop module does not use the previews of the other modules. It creates its own previews, regardless of what you created in the Library module. The reason is that Library previews are 8 bits jpg in AdobeRGB, while the Develop module uses 16 bits previews in a wider color space.
