Can I set the Crop Aspect Ration in the Develope Module to default to a specific setting? Say, 8x1' without having to select 8x1' each time I crop??

Nope. Unfortunately you can't even put the crop information into a Develop preset.

The closest you can come is after you're done with your import or selecting your picks, before you get to work in Develop, just Select All and set the aspect ratio to 4x5 in Quick Develop.

On the topic of aspect ratio:

The 4 x 5 aspect ratio is for 8 x 1' photos, right? But isn't this for portrait format? Most of what I shoot I want in landscape format, so should I use a custom ratio of 5 x 4?

It will select the correct aspect for the image whether portrait or landscape.
