Clarification of syncing processes and counts

I use LRC for my primary storage of photos. I have LR mobile downloading everything to LRC via date folders. As far as I can tell, this is happening successfully (except see below). LRmobile says that I'm all synced. For awhile (weeks), LRC has said that there are 47 images that are uploading. When I look at those images, I can't find any commonality in terms of when they were taken, etc. They are all cellphone photos (originated in LR mobile or android phone) and are being uploaded from my hard drive within my LRC catalog. I followed the directions in the LRC book on page 540 to reset the local cache. However, I have 15 photos still uploading, and it seems to be stuck again. Similar to last time, these images are in various folders on my hard drive within my LR catalog and all of them originated on my cell phone.

First question: why are these images being uploaded to the cloud? I thought that LRC just downloaded images unless you specifically told it to sync to cloud by putting photos in a collection and clicking on the arrows.

Second, I'm confused about what is being enumerated in LRC and mobile:

LRC
--All synced photos under catalog: I think this is all LR mobile photos that have been downloaded. There are 3390 images
--The collection "From Lightroom". This is the only collection that is being synced (with the double arrows). There are 2304 images
What is the difference between these 2 numbers?

LR mobile
--All photos = 3526 (only 8 are videos).
If all of these are going to LRC, then why are there fewer synced photos than LRmobile photos?

LR web
--All photos 3400
Why is this different from LR mobile?

Hi--thanks for the apologies. No, I didn't get it totally sorted out. I'll repeat the questions that I still have and will update the numbers so they match my current photo counts.
I turned off all devices and restarted them.
Solved: LR mobile = LR web (same number of photos on ipad, android phone, and web--hooray!)=3423 photos

LRC consistently says that there are 19 images uploading (all originated in LR mobile or android phone). It seems like they are being uploaded from my hard drive within my LRC catalog. Aside from the fact that this sync is stuck (even when I clear the cache, restart, etc), I have questions:

1. Why are these images being uploaded to the cloud? I thought that LRC just downloaded images unless you specifically told it to sync to cloud by putting photos in a collection and clicking on the arrows.

2. What is being enumerated in LRC in the all synced photos catalog and the from lightroom collection (see numbers below)? Shouldn't they match? And is the reason that those numbers are less than the number of photos on LRM because I've deleted photos in LRC?

LrC also uploads changes to photos edited in Classic if they are synced to the Adobe Cloud.

From Lightroom is simply a Collection; All Synced Photographs represents (like it says) all synced. They don't have to be in your From Lightroom to be synced. You can drag any Lightroom Classic photo to All Synced, and it'll sync. Also, if you delete photos from your From Lightroom Collection, this doesn't stop them from syncing; they need to be deleted from All Synced to do that (but will then be deleted from Adobe Cloud, too)

One other point (as your difference is actually 3423-3409, so 14): Videos that are held in the Cloud sync down to LrC but are not then synced further, causing a difference in the counts (if you have any videos, of course!)
