Help! This has been going on for quite sometime. I tried to uncheck the use graphics processor and restart with no luck. It is only within LR, and it’s with any catalog, and random images. In library it appears corrupt and doesn’t go back to normal, but when I switch to develop it flashes the preview that looks corrupt and then it goes back to normal. I have a video to show but not sure how to attach?

Save your video to one of these sites:
Then follow the instructions for the media sub menu item on the reply menu

Library uses the cache previw whereas the develop modul doesn't and creates the preview "on the fly", either with the CPU or the GPU (depending of a preference option.
If you try to make a little setting change (whatever it is) in the develop module, does the previw in library becoms correct ?
Normaly, when changing a setting in the develop module, the preview in the cache should be recreated.
