Can't Paste Settings for All in Develop module

I am going thru a lot of old photos, pre-DSLR, pre-LR, trying to fix them up a bit in batches.
So, in the Develop module, I have done Auto WB, Auto Tone, sharpening, and clarity.
I then do "Copy Settings", mark all (ctrl-A) in the filmstrip and select Paste Settings from the menu. But only the "highlighted"/current photo is pasted to. What am I doing wrong?

I manage to do it with "Synchronize settings", but why is Paste Settings not working? According to the manual, it should. (But what is then the difference between Sync settings and Paste (to all)?
 
Very few functions work on multiple images when selected in the filmstrip, whether in Library Loupe view or Develop. The function you want is available in Library Grid View. I'm not sure what you're referring to specifically in terms of what the 'manual' says.

Here's one way to do it; adjust the first image in Develop, press Ctrl-Shift-C to copy the settings, then G to switch to Grid, Ctrl-A to select all, then Ctrl-Shift-V to paste the settings. Auto-Sync might be easier. To enable Auto-Sync, in Develop module with multiple images selected, hold down Ctrl, and note that the 'Sync...' button changes to 'Auto-Sync', press it. It will stay enabled until you press it again, to cancel.
