Cant open lightroom

It says "lighroom encountered a problem with the previewcache and has to close.

And I have tried to restart my computer and the program many times. This problem started when my computer just shut off randomly

Welcome to the forum.
When your computer shut down unexpectedly, it corrupted the Preview Cache database. Lightroom will rebuild this database file when ever it does not find a preview cache folder. In the folder where your catalog file resides will be a folder that is named after your catalog file. The Name will be something like "[YourCatalogFileName] Previews.lrdata" Delete this folder to force LR to build new Previews and rebuild the previews database file.
