Is it possible to have LR export an image if it is assigned a certain label?

If you use Smart Publish Service Collection, You can set any number of conditions to trigger an image being included in a Publish queue. Once in the Publish queue, Pressing the publish button will cause the export.Is it possible to have LR export an image if it is assigned a certain label?
Do you want assigning the label to immediately trigger an export? Or are you asking whether you can select too many photos, then have the Export process skip all those that don't have the label?
If the former, no.
If the latter, no, not really, but you can certainly filter for the label yourself before initiating the export.

All of my Publish Services are driven by Smart Publish Collections This is an expansion on John Beardsworth's Workflow Smart Collections.
In the Library Module on the left side, you have your Folder panel. Just below that is your Collections panel and just below that is your Publish Service panel. Publish Services are Special collections that manage images and export those that are needing to be exported (Published). Publish services are available to send images to most social websites, photo sites or your local HD. Publishing to your local HD is the same as exporting to your local HD. There is no reason to use the export function as a separate manual process when you can use the Publish Service to export your images and manage those images in LR.
First, I don't see a need for a special Collection that is not a Publish Service Collection And static Publish Service Collections are all manual. So, I recommend Smart Publish Collections in each Publish Service.One question I have at the moment. If I have a photo that has already been published and I subsequently remove it from my LR Collection and hence my Smart Publish Collection and then Re-publish that entire folder will that redundant already published photo be automatically removed or does it have to be removed manually. Does it depend on how it was initially published ? i.e. whether by using the smart publish collection, the export feature or other non LR means ?
First, I don't see a need for a special Collection that is not a Publish Service Collection And static Publish Service Collections are all manual. So, I recommend Smart Publish Collections in each Publish Service.
Smart Criteria like:
{Pick Flag}{is}{flagged}
{label color}{is}{purple}
{keywords}{contain}{@OneDrive}
will be sufficient for an image to be included in a Smart Publish Collection. Press the {Publish} button and off it goes. Change one of the criteria above and the "published" image no longer meets the conditions for inclusion. It then moves from the "Published Photos" queue into the "deleted photos to remove queue but remains in the Smart Publish Collection until you press the {Publish} button again. At that time, (if you use the Hard Drive Publish Service that is included with LR) the published file is deleted from the HD and disappears from the Smart Publish Collection. Other similar 3rd party plugins offer options to leave the file with the destination and just remove it from the Smart Publish Collection. The key point here is that Smart Publish Collections like Smart Collections have criteria that must be met for an image to be included in the Smart Publish Collection.
