Button indicating where Grad filter is not showing for 20 seconds

Hi again - I am slowing down now, but still have a query re the grad filter on the Desktop LRcc (on the iPhone LRcc I do not have this issue as it all seems to happen instantly over wifi or 4G) -> I make a grad filter, do a few other adjustments, then want to come back to adjust the grad again - I click on the grad symbol on the RHS, but no "button" appears on the image - now in slow mode, I wait and then maybe 10 -20 seconds later the "button" appears - is this because the grad instruction is stored up in the cloud, and I have to wait for it to download? But now our village is on Broadband Fibre, I typically have 48mbps download and 9mbps upload speed? A similar thing seems to happen with the Brush.
 
I have just noticed that when the grad is put there via a user preset, the "button" only shows if you press "O" and cycle through the options until you get to "Show tool overlay" (whereas on the old "Classic" the button always showed - confusing!)
 
Getting worse - now I cannot get a preset grad of mine to do anything to the image - I start with an unprocessed image, make a linear grad (exposure -.5, highlights -50, shadows +100, Clarity +10, Dehaze +10) click on the existing user preset and click "update with current settings" - and no matter whether I just tick all the boxes or just tick the "Tools" box, when I reset the image (Shift+R) and apply the preset, nothing happens - I've had enough, so I'm off to play tennis!
 
Have you actually drawn the gradient on the image? Not just moved the sliders?
