Border Around Image Cell?

I am running the latest version of LRc on my iMac. . I would like to add a thin border about 1/4" or so, around my cell image (the photo) - not a border directly abutting and surrounding the cell image. This would provide some white space between the cell image and a thin black line.
I can find no easy way to do this in LRc. i have Photoshop - just in case but thought there might be a way in LR that I am overlooking.

Any thoughts would be appreciated.

Thanks Cletus for the reference - I will look into it. I am producing greeting cards using Red River's Greeting Card ( 7x10) stock - 5x7 cards (family request). RR' templates work well in print mode but there is no way to add a thin line between the edge of the card and the edge of the photo cell to set of the photo better.

Give some thought to using a Custom Package in the Print module and placing your photo 'over/above' a background that can be your thin black line, or a frame, or any design you can make with Photoshop.
Start with the 'Border/background' image filling the page, and add a smaller cell for the Photo.
You can Export 'As a JPG' from the Print module (+add to catalog) to stay in the Lightroom environment.
eg. A Thin black line with smaller cell for a photo-

You may need to juggle the image Aspect Ratio or cell size for best appearance.
