Black horizontal bars when cropping

Hey all, first time poster and I sure am glad I found this site.

I've been looking all over to find out how to get two horizontal black bars on top and bottom of each photo when I crop. Lightroom is capable of this is it not? I just can't find/figure it out.

Let me know how to do this.

2 horizontal black bars? Try the LR2/Mogrify plugin
