are lightroom catalogues account locked?

I was wondering if anyone knows if lightroom catalogues are only accessible via the account that they were created in? For example, say I gave another lightroom user my lightroom catalogue containing my edits, and the original images of course, would that other user be able to access my catalogue? My gut reaction would be yes, but I thought I would ask the forum and see if anyone knows.

The Classic catalog is a file like any other. It is a single user data base. Meaning that only one user at a time can open the catalog file. you can freely share this file just as you would share your original image files. If you want to share your catalog in this way including the image files. the cleanest way is to used the "Export as a Catalog" and include what Lightroom calls the digital negatives. This creates a package under one folder that contains the Catalog file , subfolders containing the image files and optionally a copy of the preview folder containing the selected images. You can share this folder with anyone on any computer that has a license for Lightroom Classic. If shared as a package, then the catalog file correctly points to the images inside the package using the relativePath field and can be accessed from either a WindowsOS or MacOS irrespective of drive letter designations that may be different on different Windows computers or MacOS which can ignore the drive letter in the absolutePath field.

I asked this question because I want to take advantage of the Black Friday sales for the 1TB photography plan and I am fighting with Amazon (US) because I live in Canada I believe. My existing adobe account is US-based. So, I thought it might be easier to buy the 1TB photography plan on Amazon Canada and create a new adobe ID and then just open my existing catalogue with the new adobe ID.

This will work painlessly for Classic. Your Adobe Cloud images will be locked to the old ID. But you should be able to sync them with the old catalog and the new Adobe Cloud

Knowing what your goal is now, you do not even need to export as a catalog. Just log into the Creative Cloud app with the new Canadian ID and open your Classic master catalog
