Based on your ebook of the same name, last updated 7 March 2022, on page 13 the copied files from the "old" machine are to be transferred to the "new" machine and placed into the same locations - this is BEFORE Lightroom Classic is installed on the "new" machine.

QUESTION: on my NEW MacBook, Library/Application Support/Adobe DOES not exist, if I create it and populate it as recommended on page 13 (Transfer Files), won’t these files from the current MacBook be OVERLAID when LrC is later installed on the new MacBook?

No, if the files are already in the correct location before LrC is installed (and launched), then LrC will see and use those existing files.
