Adjustments in Mask area go universal ??

I created a sky mask on a photo and then duplicated it, and inverted the duplicate to create a mask for the foreground. When I selected the sky mask and reduced the exposure (or other adjustments as well) the adjustment applied to the whole image, not just the masked part. Same happens when I select the foreground mask. What am I doing wrong. Isn't the point of masking something to be able to make adjustments to the masked portion without affecting the rest of the image??

Sounds like the mask panel is collapsed, so you are using the global sliders thinking these are the mask sliders. Click on the small triangle next to ‘Effect’.

Basic panel (global) and Masks Adjustment Panel (local) look quite similar with many of the same sliders and the Masks version pops in right where the Basic was so it is easy to be in one when you thought you were in the other. In the most recent releases, there are more things you can easily look for to differentiat the two. The most obvious is that the Masks version is now segmented with collapsable sub-panels and also has the colored "Hue" double slider which is easy to spot if you have the "color" sub-panel expanded.

One other possibility that's less likely - could you have duplicated and inverted the sky element within the same mask, rather than duplicating the entire mask? The result would be that the mask did indeed cover the entire image.
