Currently, I have a cloud-based subscription for Lightroom Classic and Photoshop on my desktop computer. I am purchasing a laptop computer. How do I get my Lightroom and Photoshop cloud subscription on to the laptop? Surprisingly, I can't find an answer to that question on the Adobe website. Also, is it true that I can't use Lightroom Classic on a laptop, but must use Lightroom for mobile devices? Thanks for your help!

You get the apps on your laptop the same way that you got tghem on the desktop, i.e. on the laptop logon to your account at adobe.com and download the Creative Cloud desktop app. Once installed, login to it using the same Adobe credentials that you used on the desktop, then you can use tghe "Install" option to download and install whichever of the apps in your subscription that you want to install.
No, it is not true that you can't use Classic on a laptop....provided that the laptop meets the minimum system requirements for Classic then you can download and install it. https://helpx.adobe.com/uk/lightroom-classic/system-requirements.html

Your Photography Plan license allow you to install and register LrC on two computers. You. Can install on many computers, but you can only register two as active at any one time.

The way it works is:

You can use Lightroom Classic on any macOS or Windows computer (desktop or laptop) that meets the minimum system requirements. A large number of us use Lightroom Classic on a Mac or Windows laptop.

Lightroom for mobile devices doesn’t run on macOS or Windows laptops. It runs only on devices running the iOS or Android mobile operating systems.

There is also the Lightroom web app that runs in any web browser meeting its system requirements.

The Lightroom versions for mobile devices and web browsers are all variations of the Lightroom cloud-based ecosystem. All of them store originals and their edits in the cloud. Any apps are merely clients to Lightroom in the cloud.

Lightroom Classic doesn’t work the same way because it stores originals and their edits on a desktop file system only. Lightroom Classic has only limited compatibility with the cloud-based Lightroom ecosystem.
