No, you can't access photos which are only in the cloud. You can access photos on an external HD, providing that this HD is connected to the computer, of course.

Which Cloud? Adobe's Creative Cloud files are accessible at Adobe Photoshop Lightroom and log in with your Adobe ID. Use the Lightroom for Web interface to get to them.
