2 accounts using same catalog - how?

Is it as easy as allowing account B to access the catalog files that was set up under account A?

Yes. Share the folder containing the catalog with the other account. Be sure to give that account the appropriate permissions (read/write). Also remember to share the folder holding the source images for that catalog.
