I know. I have been kvetching vainly for about half as long. Adobe keeps emphasizing that they value my opinion ( ¯\_(ツ)_/¯ ) and ignoring my carefully considered requests.

An important concept has fallen into place.
"LrClassic ▹ Catalog ▹ All Synced Photographs" displays the contents of the LrCloud. Yes?

Thanks. Re-tested and they are now showing up in LrWeb and LrClassic. I think the issue with LrWeb was related to videos that would not sync. I had been toggling sync on and off, and moving video to the Deleted folder and back.
