If there's no Logioptions plugin in LR's File > Plug-in Manager, then that's not causing the error. You could try temporarily disabling all the installed LR plugins and restarting LR, to see if another one might be causing the error.

That video imports and plays correctly in my LR 12.2.1 / Mac OS 13.2.1. But on my Windows 10 and Windows 11 test installations, I get this:

That error is often caused by the presence of the Logioptions plugin, which gets silently installed when you install Logitech's utilities for pointing devices. Do File > Plug-in Manager, scan the list of plugins for Logioptions, and if present, select it, and click Disable in the Status panel on...

"attempt to index a nil value" is a generic programming error that can arise in many different situations.

Upload the original raw photo to Dropbox, Google Drive, or similar and post the sharing link here. We can see if the issue occurs in other LR installations or just yours, which will guide subsequent troubleshooting.
Check that the Opacity slider is 100.
If that doesn't help, please provide a full-resolution screenshot of the entire LR window after you've selected an area to heal. That will give important clues.
Just in case you missed it, LR now lets you customize the fields on the Metadata panel's Default tagset, so you can add "Job Identifier" (or any other field) there for easy access.
I haven't seen any rigorous performance comparisons between Nvidia and AMD for LR usage. Puget Systems occasionally runs LR benchmarks and seems quite competent:

LR's support for video is mediocre at best. Upload a sample video to Dropbox, Google Drive, or similar and post the sharing link here, and we can see the details of the format and whether the issue happens on all installations of LR or is specific to yours. That will suggest ways forward.

I think you should either sync your phone with Apple Icloud or LR Cloud, but not both -- otherwise, chaos is likely.
To sync the phone with LR Cloud but not Apple Icloud:

I would agree with that. Though the first post in that feature request thread is dated 2018, I recall feature requests about this from many years earlier (many feature requests and bug reports were lost when Adobe transitioned to a new forum platform a year ago).
I'm not sure what might be going wrong with your mouse wheel and changing the size of the Healing and Masking brush -- I haven't seen any reports about that for Mac on the Adobe forums, and it's always worked with my cheap generic platform-independent mice.
Make sure to exit LR from any module except the Map module. If you exit LR while in the Map module and then restart LR, the Map will often misbehave. This is a longstanding bug that Adobe may not have the skills in-house to fix...
It's not clear from your post: Are you wanting to use the mouse wheel to adjust the size of the brush or to move any of the sliders in Develop?
In Mac LR, the mouse wheel can only be used to adjust the size of the brush -- unlike on Windows, it won't adjust any of the other Develop sliders...
Unfortunately, that won't be compatible with syncing your phone pics through LR cloud to LR Classic. Adobe never bothered to implement syncing of keywords.
But since the photos will be syncing to LR Classic almost as quickly, you could keyword them in LRC.
The process I detailed above will sync Apple raw DNGs and LR Mobile raw DNGs with LR Cloud, and they will then get synced as DNGs to LR Classic.
Are you using a third-party app to add the keywords on your phone, or are you syncing your phone with Icloud and adding the keywords with the Mac...
