Missing tools from Loupe toolbar for video

Does anyone know why most tools are missing from the toolbar for video in Library Loupe view:

Sorting, flagging, rating, color labels all apply to video, but they don't show.

I verified this back to LR 6.14 / Windows. I can't find any posts about it, nor anything at helpx.adobe.com or The Missing FAQ.

A friend who's an occasional user got confused by this. Maybe I'm confused too?

That's interesting. The tools are available if you have the movie selected in Grid View (and they work). I have no clue why Adobe did it this way.
 
Sounds like a bug report coming on... (you're correct, Hal - and how odd!(
