When I go to the Map Module, the navigator and main map area are blank. However the correct info appears for a current phone photo in the right-hand metadata panel.

I see that too for a while, but eventually (maybe 20 seconds) the white area goes away and the map appears. How fast is your internet connection?
 
To build on Hal's reply, the Map module has always been flaky. If waiting for a minute doesn't cause the map to appear, another thing to try: Start LR, switch to the Library module, then exit and restart LR. Exiting LR from the Map module often causes problems, especially on Windows.
 
Does exiting LR from the Library module, restarting, and then switching to the Map module help?
 
You probably have, but did you try rebooting Windows?
 
Waiting, rebooting, and exiting from LR from Library are the most common solutions to these symptoms. You could also try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.

Some random thoughts:
  • Did MAP ever work?
  • Have you made any changes to your network setup? I've often wondered what the Google IP addresses are. It could be useful to PING them for debugging.
  • Have you tried changing the Map Style to Road Map to see if that causes a forced call to Google for a screen refresh?
