Unable to locate the Eyedropper "Scale slider" on the Toolbar.

Ok the fix for me was to hit the T key for it to display or hide.
Have no idea why I forgot this simple task. Guess I have just gotten accustomed to my settings and preferences.
Is the Eyedropper actually active at the time? You should see the attached if it is:
