I will be using Lightroom mostly on my desktop. But, I do travel quite a lot (Corvid allowing) and always have my laptop with me. I have Lightroom installed on both and wondered if there is a way to sync the setting and setup i.e Collections etc from one to the other?
 
You can use the "Import from Another Catalog" to merge the travel catalog into the Master catalog. To get an identical "Travel" catalog" you can simply copy the Master catalog (without the image files) to the travel computer. All Collections etc. will be included in that catalog copy. Any Master catalog images will be missing but that may be ok. In Preferences, note the location of the Presets folder and copy that from the master computer to the same folder location on the travel computer. Unless the "Store presets with the catalog" is checked, the presets are stored in a hidden system folder.

You can generate Smart Previews (in the Smart Previews folder) and copy that folder to the travel computer to have editable Smart DNGs of all of your Master images.
When you return you can copy the Travel Catalog and the new imported images (and their folders) to an EHD to port back to the master computer with the "Import from another catalog" function.

Or, put the folder containing the catalog on an external portable hard drive along with your images. Then just swap the drive between computers. You'd only have to deal with the preferences when you make a change to them.

"Store presets with the catalog" needs to be checked, the Lightroom Settings folder needs to be populated with the Presets folders for this to work properly.
