I am trying to limit the maximum size in megabytes. The number I enter in the export module seems to be ignored.

Could you show us a screen shot of your Export dialogue?
 
A comment-
I suspect that Lightroom baulks at compressing very large pixel-size images down to small megabyte-size files.
(A bit like trying to compress an elephant into a suitcase)
Try also setting smaller pixel dimensions in addition to the 'Limit' specification in the Export dialog.
 
Thanks for your comments. Somehow I was able to get the export to function as I wanted. Just kept experimenting.
 
As has been stated elsewhere, Adobe uses a 12 step JPEG compression Module. If you set a limit for the Output JPEG size, Adobe will choose the least compression level that meets the Requested Output size. If this results in a lossy compression that degrades the output image to an unacceptable level. LR may refuse to honor your output size request.
