I have a set of pictures taken at the same time and I changed the White Balance settings on one of them in the Develop module then selected Develop Settings Copy. However, when I went to paste these settings to the other pictures, the Paste option was greyed out. I have found that I can only Paste Develop Settings to pictures that have already had at least one develop adjustment made. If there have been no paste adjustments then the Develop Settings -> Paste Settings is greyed out. Is this expected behaviour?

That's not expected behavior, and I can't reproduce it in my LR 10.4. Some first troubleshooting steps:

1. Try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.

2. Does the problem occur when you use Sync rather than Copy/Paste?

3. Make a screen recording of your entire LR window demonstrating the problem. Upload the recording to Dropbox or similar and post the sharing link here. That might give clues as to the precise steps needed to reproduce the problem, and if it can be reproduced...

Good. It's really unfortunate how many mysterious problems with LR are caused by "corrupted" preferences and how much users' time is wasted. Years of evidence indicates the "corruption" is caused by an architectural design flaw in LR's internals, and Adobe hasn't made it a priority to fix:
