When I try to move a folder from one location to another I get a message the the folder already exists there. However the folder name is not visible at that location.

I am guessing that it exists in the catalog but why does it not display? This just happens in one master folder. I can move the folder into other folders without a problem.

It’s the other way round. The folder physically exists in that location, but it is not referenced in Lightroom. That is why you do not see it in Lightroom, but the OS warns Lightroom that it cannot move another folder with the same name to that location, and that warning is what you now see,

How do I get light room to reference it?

Import an image that is in this folder. Or click on the plus icon at the top of the folder panel, choose to add a folder and select it. The exact menu name may be different, I’m typing this on my iPad so I cannot check the menu.
