Family photos, how do I tackle multiple people and multiple generations?

So my wife, parents, in laws... Have all decided that we should build out a family photo system that can be handed down more easily than a file cabinet of a jumble of images or in OneDrive/Apple Photos/Google Drive... Guess who was assigned the task to figure it out?

Since we are spread over the country, I figure this is likely a cloudy solution.
For the digital images, everyone has organized by folder with the folder names, often two or three layers of them. E.g. Christmas / Lake /...
So I am looking for a few suggestions.
  1. A simple workflow for family to be able to add/manage their photos post conversion; knowing there will be about ten people who want to share images. (This will make the license aspect interesting...)
  2. Ideas on how to migrate folder names into meta data for Cloudy on import
  3. 3rd party service to convert photo albums, folders and random boxes to digital images with whatever available meta data is there. (Yes this will be manual and likely expensive)
  4. Best way to import and clean up meta data on these converted images.
  5. Export images from Cloudy to digital picture frames. They are cheap enough I can replace existing frames if that is the best solution.
  6. Thinking further ahead, has anyone figured how to copy a cloudy account and/or split it?
Or should I scale back from Cloudy and use a shared folder for items #1 and 2?

Lightroom might not be the best place for this. I woulds suggest Ancestry.com. You can create a multi family tree and upload photos for each family member. Ancestry.com will maintain the relationships and a repository for the photos that everyone can access.
 
You can create a private "family and/or friends" group on Flickr and work from there. This will allow you to tag the photos and share them easily. I know some consider Flickr a bit past its prime, but it does offer good controls and features for this type of project. You may want to at least look at it. I just went through a similar project and ended up on Flickr, despite my not initially wanting to consider it.

If you do consider a site like Ancestry, do make sure you understand their privacy terms. Many of these sites will share your data and it is not always made clear in their terms and conditions.
