Are there reported issues with LR Classic running on an AMD Ryzen 7 3700X? I am having occasional delayed responses and hangs for several seconds when working in the Develop module. I'm running LR on a 1TB M.2 SSD. The OS is on a separate 500GB internal SSD. The raw files are also on the 1 TB M.2 SSD.

Have you checked for an updated graphics card driver? That's the usual cause of issues these days.
 
I've almost the same configuration (Ryzen 7 3700, 32 GB, OS on M2 SSD, Catalog (and CR cache) on its own SSD, photos on a HD, CG nVidia 1060.
LR is always fluent and I do not observe the behavior you describe.
I second Victoria's suggestion to check the Graphic Card driver .
